The $643 million Liverpool Range wind farm will be located between Cassillis and Coolah, 350 km north west of Sydney and will span 36km from north to south and 20km east to west.
With 272 turbines generating almost 1,000 megawatts of power, the plant will be able to power almost 500,000 homes.
The wind farm is expected to deliver 800 jobs to the upper Hunter and central west communities.
NSW Planning Minister Anthony Roberts said changes had been made to the initial proposal to address community concerns about noise, visual impact, biodiversity, and traffic.
The number of turbines has been reduced, and Epuron, the company developing the farm, has agreed to upgrade local roads.
