In February this year, Wynne froze approvals for 26 developments in Melbourne's Fisherman's Bend.
Two of Joachim's projects were caught up in the freeze.
Wynne is promising stricter planning rules for Fisherman's Bend by the end of the year, but Joachim is asking that his developments be considered under the current, more accommodating rules.
Joachim is arguing that developers were not given adequate notice of the changes.
Government planning of Fisherman's Bend has attracted criticism for inadequate provisions for public transport and other infrastructure.
