Developer David Joachim has sued Victoria's planning minister, Richard Wynne, after two of his developments were stalled by the minister's planning freeze.

In February this year, Wynne froze approvals for 26 developments in Melbourne's Fisherman's Bend.

Two of Joachim's projects were caught up in the freeze.

Wynne is promising stricter planning rules for Fisherman's Bend by the end of the year, but Joachim is asking that his developments be considered under the current, more accommodating rules.

Joachim is arguing that developers were not given adequate notice of the changes.
